Notes on Submissions
The 2001 Submission Database details all submissions received at the ISAF Secretariat,
in accordance with ISAF Regulations 1,
which will be considered by Council and a decision made thereon.
For identification, Submissions have been numbered sequentially.
Submissions have been ordered by “Reporting Committee” and then by the subject matter.
The order of Reporting Committee is the order by which the
ISAF Council
will consider the submissions at their meetings of 16-17 November 2001.
The “Reporting Committees” are charged with making a recommendation to Council on each submission received.
The recommendation may be to accept (including minor amendments to the submission,
but without changing the substance), reject or defer the submission.
If the timing of the meetings permits, “Other Committees” are requested to give their
opinion to the Reporting Committee and the “Reporting Committee” shall consider the
Other Committees' opinions in their recommendations to Council.
However, for each submission, both the recommendations of the Reporting Committee
and the opinions of the Other Committees shall be presented to Council at their meeting of 16-17 November 2001.
Those submissions with a “P” against the submission number have been identified as policy submissions,
which propose either new policy or a change to existing policy.
It should be noted that at the 2001 Mid-Year Meeting Council agreed that in principal
(Council Minute 3(a)), the final Council decision on submissions effecting policy would be
taken at the following Mid-Year Meeting after the November Meeting at which the
submission was first presented, to ensure that all parties are informed and
aware of the issues being debated. All technical issues will be dealt with in November.
However, it will be Council’s responsibility to decide when to make the final
decision on any submission or Committee recommendation.
