International Judges Seminar - Colombia 24-26 August 2000

The seminar was organised by the Comité Olímpico Colombiano and the Federación Colombiana de Vela and funded by Olympic Solidarity.

It took place in Club El Nogal a huge sports and social club in the center of Bogotá. A big class room with all the required facilities: flip chart, OHP, loudspeakers.

An abundant coffee break enjoyed in the middle of each morning-afternoon session. In addition an official dinner was organised by the Comité Olímpico Colombiano on 25 August.

Programme

Three sessions were held on 24 afternoon and 25 morning and afternoon.

The first two sessions were mostly traditional teaching with the instructor explaining the relevant parts of the Rules, giving examples and opening the debate with attendees.

Friday 25 August afternoon between 1400 and 2000 was focused on a case-study basis where the attendees were divided into groups and where each group had the responsibility of studying cases and to present their conclusions to the audience.

The written test was held on Saturday 26 August morning.

Attendees

52 attendees. A very good atmosphere kept all of them interested in the seminar with a high degree of participation.

The background of the attendees was varied both in terms of the reason to attend (active sailors to race officials and club/federation officials) and in the age range (from 7 to 60-plus...).

The seminar was focused as an ISAF Judges seminar, format which suited to all attendees being used by some to ameliorate their skills and knowledge as race official (both as race officer and judge) while for others was an opportunity to study the rules in depth to use them when racing.

49 attendees were from Colombia, all regions with active sailing being represented.

1 came from Venezuela and 2 from Ecuador.

The seminar was held in Spanish language while the test was done in English.

Test results

24 of the 52 attendees took the written test. Those not taking it explained either that they felt not ready for it or not confident at all with the English language.

3 successfully passed the test.

Conclusions

While the ratio attendees/test results is very low, I believe that the seminar itself was a success. Attendees had the opportunity to highly develop their knowledge on rules and to find how the rules are interpreted (and the game played) in other cultures.
